Thank you for your room review request. Room reviews are intended to let you know what does and does not work in your space, regarding the five design principles. I love that this used to be a barn! The brick ceiling and wall is definitely unique, and I would suggest emphasizing the fact that this was a barn with appropriate furnishings and accessories.
You want a lighter and brighter dining room. I can see from your pictures that your dining room is open to the living area, which has a lot of white accents. While, you have done a nice job unifying the two spaces with white accents, a light colored rug under the table will help achieve a balanced space and help anchor the room.
So you want to paint your chairs but can't decide on black or white. White would seem to be the obvious choice to lighten up the space, while black wouldn't really tie in with anything. Since you have a lot of white pieces, you might want to consider painting them a color that coordinates well with the fabric to add a little interest.
You have created a nice focal point above the buffet with art and lamps, but the pieces could have more scale to them to balance off the size of the buffet. A large mirror would work nicely to help reflect the natural light on the adjacent wall, brightening up the space.
